The Queensferry Crossing, the third bridge in as many centuries to link Edinburgh and the north of Scotland over the River Forth, was formally completed on Monday, concluding the biggest Scottish infrastructure project in a generation.

The elegant new bridge opens to traffic on Wednesday. With three structures rising like sails over its span, it is the longest of its type in the world at 1.7 miles (2.7 km).

It reaches 210 meters (690 ft) above high tide, standing as tall as around 48 London buses stacked on top of each other. Barriers deflect the wind and shield vehicles from the huge gusts common on the Forth.

The state-of-the-art engineering feat needed 35,000 tonnes of steel for the superstructure and 150,000 tonnes of concrete. Construction took six years. Although the project overran by 10 weeks, its cost of 1.35 billion pounds ($1.75 billion) is 235 million pounds below budget.

“The Queensferry Crossing is a symbol of a confident, forward-looking Scotland and – as well as providing a vital transport connection for many years to come – it is a truly iconic structure and a feat of modern engineering,” said Scotland’s First Minister Nicola Sturgeon.

The Forth Bridge, a red-colored rail bridge that has become a UNESCO World Heritage site, opened in 1890, the first major structure in Britain to be made from steel.

The second Forth Bridge, a road which will now be used primarily for public transport vehicles, opened in 1964.

Unemployment in the Netherlands fell to 4.9% in June, the lowest level since the summer of 2011, the national statistics office CBS said on Thursday.

Jobless numbers have fallen by an average 5,000 a month for the past three months, reaching 446,000 in June. The number of people in paid employment increased by an average 11,000 a month in the same period, the CBS added.

Job centre UWV said 372,000 people were receiving unemployment benefit at end-June.

The unemployment rate for the under-25ss was 8.9% at the end of the 2017 second quarter, down from 9.5% six years earlier. However, joblessness among those aged 45 and older was higher at  at 4.7% compared with 4.1% in 2011.

The number of unemployed declined because more people found jobs than lost them, the CBS explained. In June 118,000 were in paid employment who had been jobless three months earlier.

Spanish hoteliers are expecting a record number of foreign visitors this summer, hotel confederation Cehat said on Wednesday, in a boost for the economy.

Spain registered a record 75.5 million foreign visitors in 2016 as the economy rebounded from years in or near recession and as unrest in northern Africa and the Middle East led visitors to seek out safer travel options.

Cehat forecast a rise to 80 million visitors this year.

Tourism accounts for around 11 percent of Spain’s economic output and is a major contributor to employment levels.

Some 37 million foreign visitors are expected during the high season of May through to August, Cehat said, up by 2.5 million from last year.

“Expectations are up across all areas, in prices, nightly stays and profits,” general secretary of Cehat Ramon Estalella said during a conference by the confederation in Madrid.

Google will purchase all the electricity generated by the largest solar park in the Netherlands over the next decade to power a recently opened data center housing thousands of servers, the U.S. internet company and energy provider Eneco said on Friday.

It is part of Google’s ambition to switch its data centers and offices entirely to renewable energy this year, helped by the steep fall in prices for wind and solar energy.

The contract with Eneco, for which no financial details were disclosed, will supply renewable energy for “many months to come, maybe even years”, Google’s European energy manager Marc Oman said.

The agreement comes as the Netherlands makes a push to boost its renewable energy production and is investing 12 billion euros in 2017 in offshore wind farms.

The Eemshaven data center, which cost roughly 600 million euros and opened in 2016, is one of four Google operates in Europe.

Britain set out plans on Tuesday to make renting more affordable, protect tenants and punish developers for not building quickly enough, in a shift away from decades of policy almost solely promoting home ownership.

In a white paper entitled “Fixing our broken housing market”, the government laid out proposals to build more homes for rent, extend the length of tenancies and change planning laws to encourage developers to boost supply for renters.

Amid signs that housebuilding will not meet demand for many years to come, it also said local councils may be given power to rescind planning permission or even take control of land from developers who fail to build quickly enough once it is granted.

Since then-Prime Minister Margaret Thatcher began selling off council homes in the 1980s, very little social housing has been built, with successive governments instead seeking to help those trying to get a foot on the property ladder.

As a consequence, demand has outstripped supply in many areas of the country, pushing up the average price of a property to more than eight times average earnings and forcing many people to spend up to half their income on rent.

“We need to look after people who are renting as well (as buyers) and in the past I think many governments have focused too much just on ownership,” communities minister Sajid Javid told Sky News.

A previously announced 7 billion pound programme to build 225,000 properties by 2021 was originally limited to those wishing to buy at least a share of the home, but will now be opened up to tenants.

The measures, including support for smaller developers, are designed to increase the number of new homes coming onto the market in England from 190,000 units a year to at least 250,000, after decades of falling short.

Despite years of bipartisan efforts to increase supply, there are signs that housebuilding could stall.

Britain’s biggest housebuilder Barratt said last month it might build fewer homes in the current financial year and flagged a drop in completions of over 50 percent in London, which it blamed on build cycles and land prices.

A closely watched leading indicator of future housing supply fell nationwide by 2 percent in 2016 and by a third in London, according to industry data.

Builders are also concerned that any Brexit-imposed restrictions on immigration could affect their ability to meet demand, especially in the capital where a high proportion of construction workers come from the European Union.

“It’s all about having sufficient trades, sub-contractors and suppliers to produce this increased output and that’s probably the biggest constraint to the sector,” Ted Ayres, the chief executive of builder Bellway, told Reuters.

“I suspect that we may well need further overseas labour if we are going to achieve the output the government desire.”

For Karoly Nemeth, a Roma man who lives with his family in a town just outside Budapest, having electricity in his home is not always guaranteed.

His house is on the grid but the family has a card-operated meter and towards the end of the month, the pre-paid card often runs out.

Nemeth, 42, who has side jobs in construction, lives with his wife, two daughters and son on a monthly income of about 90,000 forints ($300).

With the help of Hungary’s Romaversitas Foundation, an NGO, his home has now been equipped with a solar panel.

The electricity generated is stored in a car battery, and solar-charged LED strips attached to a piece of wood light their home in the dim, cold winter evening.

The program, called “Light bringers”, has so far helped 40 families in various parts of Hungary.

“I hope we will save 2,000-3,000 forints this way, and we will buy something for the girls for Christmas,” Nemeth says, sitting in his small kitchen heated by a wood-fired stove.

Gabor Daroczi, director of Romaversitas, which helps Roma students from poor families get a college degree, says access to electricity is a big problem for hundreds of thousands of Roma living in poor villages. They are often cut off from the grid as they are unable to pay their bills and fines.

“There is a family we go to in one to two months in Baks (a village nearby) where there is a home without electricity for six years and they use candles,” Daroczi said.

Installing the solar-charged system costs about $100 for each home.

Enough wind energy is being generated in Spain to power more than 29 million homes every day, according to one of the country’s biggest renewable energy companies.

While Australia debates the future role of renewables after the blackout in South Australia, Spain is determined to remain one of the global leaders in the field.

Spanish firm Acciona gave ABC News access to its control centre in Pamplona where it monitors 9,500 wind turbines around the world on a minute-by-minute basis.

A large screen allows employees to zoom in on specific wind turbines — some up to 17,000 kilometres away in Australia — and determine if the blades are pitched perfectly or if maintenance is needed.

“The important thing is to predict and forecast what is going to happen,” the centre’s director Miguel Ezpeleta said.

‘It’s A Real Situation’

During the night in November last year, wind energy provided 70 per cent of Spain’s electricity needs.

A daytime record was reached in January 2015, when 54 per cent of electricity use was provided by wind.

“It’s incredible. Some years ago people would say we would be crazy people saying these kinds of things, just dreaming but today it’s a real situation,” Mr Ezpeleta said.

But he was adamant the peak of 70 per cent was not the limit.

“I think people are going to tell me we’re crazy but I’m pretty sure we’ll arrive at 100 per cent for one moment for sure,” Mr Ezpeleta said.

The European Union target for 2020 is for Spain to reach 20 per cent of all energy needs, including electricity, heating, cooling and transport using renewable energy.

It is currently at 17.4 per cent — just below that target.

Cradle of Renewable Energy

Every July, thousands of tourists come to Pamplona for the famous running of the bulls.

But the area is also renowned for being the Cradle of Renewable Energy.

It was here the power and possibilities of wind were recognised in the 1980s.

Spain is not rich in oil or gas and has very little coal, so it either imported the resources or began finding other ways to create energy.

Spain’s mix has been very broad. Nuclear power accounts for 20.9 per cent, while natural gas and coal are both just above 15 per cent each.

There is no talk of closing down Spain’s nuclear power stations, but they do want to decrease the amount spent importing fuel from elsewhere.

And that is where wind comes into the picture.

At the El Vedadillo wind farm, 60 kilometres south of Pamplona, the turbine blades spin slowly, casting shadows on the ground.

The nearest village, Falces, earns a third of its yearly budget from the surrounding wind farms.

Its Mayor Valentin Garcia said residents were happy to rely on renewable energy and he could not remember the last time there were any blackouts.

“There’s a very good perception of wind technology because of two reasons,” Mr Garcia said.

“One reason is the economical benefit for the town and the second is we are helping to produce cleaner energies.”

High Power Bills Remain

Critics said renewable energies had not brought down electricity prices in Spain, in fact some suggested they had increased as much as 60 per cent since 2006.

“Every day is getting more expensive. I don’t know if it’s because of the taxes or why,” Falces resident Maria Angeles Verjara said.

One argument is, while wind is cheap, there will always be the need for backups — because wind is unpredictable and keeping other power sources, like Spain’s nuclear power stations, operational is costly.

But Acciona executives disputed those criticisms and director for the Asia-Pacific region Javier Montes said countries should not be discouraged from setting high renewable energy targets.

“Properly managed, there should be no issues with that. The examples in Europe show that,” Mr Montes said.

“The one thing going in Spain’s favour is that the electrical system has been built with the goal of making it very reliable and able to take very heavy knocks with extreme weather events or major technical failures.”

For years Rostock’s cross-town link faces unbearable traffic conditions with continuous congestion. This situation burdens the citizens, the local economic development and environment of the whole region. A ring road in the north and south of Rostock was meant to release and improve the situation. To close the bypass the construction of the tunnel seemed to be crucial.

The construction of the tunnel has a great importance for the local economy with regard to a forward-looking and effective road infrastructure. Infrastructure conditions directly influence economic success and attractiveness of the respective location and it means that Warnowquerung strongly contributes to generate economic value for the city and the region. The importance becomes even more obvious as this tunnel was the first project to be designed, build, financed and operated by a private party and it also represents the first German project to be refunded by user finance. In accordance to the contract between the city of Rostock and the project company the duration of the concession was stipulated for 30 years.

Vital for the decision for a private solution was the fact that the project had only be assigned to the Federal Transport Masterplan as subordinated demand. The rededication of the road crossing the river to the responsibility of the city of Rostock represented an essential step for the city to be able to solve the traffic problem on its own behalf and to decide for a the realisation as Public Private Partnership.

Advantages for the city are :

  • Relief of the urban road network as transit traffic can choose the alternative ring road.
  • Traffic targeting the centre of Rostock can be distributed via the appropriate exits on the ring road without passing through the centre.

The new road system of the ring road including the tunnel circling the city centre on both sides of the river creates advantages of location by shorten the travelling time and distances. This strengthens the local economy as the seaport of Rostock and industry that has settled in the interior take advantage as well as tourism in Rostock and surroundings.

In the area of Rostock the river Warnow has the shape of the letter U. The historical city centre is located in the south. Due to these geographical circumstances the existing roads followed the urban structure leading the traffic through the middle of the centre and the surrounding areas. Also, since the city is located very centrally with respect to flows of traffic up to 60.000 vehicles – urban and national traffic- using the route through the centre every day. This volume of traffic leads to continuous congestions and minimized the attractiveness and possibility of development of the city enormously.

The tunnel Warnowquerung in the city of Rostock is the first PPP road project realized under the German F-Model. The establishment of the act of 1994 on Federal Private Road Financing (Fernstraßenbauprivatfinanzierungsgesetz, FStrPrivFinG) represented the legal basis for the project and represented the precondition for participation of user financing of road infrastructure. To realise the project without substantial participation of the German Federal Government the road was rededicated so that the city of Rostock became the project executing and concessioning authority.

Primarily plans for a tunnel under the river of Warnow trace back to the 1960s when they became part of the urban development plan for Rostock. In the year 1992 the tunnel was included into the Federal Transport Network Plan but assigned to projects of further demand and therefore of lower priority. Shortly after the act of 1994 for private sector participation had passed the citizen council of Rostock decided to realise the project as concession under the Public Private Partnership scheme. A tender procedure was launched internationally. It comprised the concession for right of design, financing, construction, operation, maintenance and levy of toll. The French contractor Bouygues Public Traveaux was selected as preferred bidder and accepted the bid. At that time Bouygues already disposed of respective experiences in France and Europe as well as internationally.

As technical solutions to cross the river Warnow different types of bridge and tunnel constructions had been analyzed. Both tunnel and bridges seemed to be feasible from a functional and economic point of view. Still, due to geographical reasons that influenced the slope of the ramps to the construction a tunnel was preferred. Moreover, a bridge would have required the construction of high embankments and close rows of columns. Due to urban planning reasons this solutions seemed less acceptable.

Construction started in December 2001 and operation in September 2003. Looking back to a few years only of experience in private solutions in the road sector in 2006 it becomes obvious that Germany is a latecomer in comparison to other European countries and more than ever on international level.
